Hosea 11

Hosea 11:9
I will not execute My fierce anger;
I will not destroy Ephraim again.
For I am God and not man, the Holy One in your midst,
And I will not come in wrath.
I'm trying to remember, when did God previously destroy Ephraim?  Is this referring to the terrible closing of Judges, where almost the entire tribe was killed in retribution by the rest of Israel?  Does that mean that God directed that slaughter, using their brothers as his weapon?

It's important to note that, no matter what's happened or how far they've strayed, God still loves His people, and will not destroy them.  He knows that if He were to vent His anger against them, there would be no survivors.  Therefore, He chooses actively to hold back, and not give them the judgment they deserve.
