"So I will send fire upon JudahGod does not exempt His people from punishment. When they abandon His commands, they are as open to His judgment as anyone else. In this verse, that judgment is prophesied for Jerusalem
And it will consume the citadels of Jerusalem."
Note that He isn't saying that Judah will be burned. Instead, it's specific to Jerusalem, His chosen city. This is the place where His presence was dwelling/had dwelt. If His own place is not above destruction, nowhere is.
