For God has put it in their hearts to execute His purpose by having a common purpose, and by giving their kingdom to the beast, until the words of God will be fulfilled.This seems like another one of those verses where God is causing people to sin. It appears that He is directly influencing people to do evil, for the purpose of punishing them and those around them. This doesn't sit well with me, since it seems to go against what we're taught about God's character.
I have to assume that there's some kind of poetic license being taken here, and that God is not actually stripping people of their free will to make them choose evil. My best guess is that He's removing any influences He may have put on or around them, so that they are much more likely to choose the wrong thing. That still makes me uneasy, but it's the option most in-line with what I've been taught about God's character.
