Men were scorched with fierce heat; and they blasphemed the name of God who has the power over these plagues, and they did not repent so as to give Him glory.The people seem to recognize that these plagues were from God. They are aware of God, but have turned their backs on Him. They consider the beast to be more appropriate to worship than God, whether because they think he is more powerful or they simply like his way better.
Moreover, they cursed God for causing the plagues. They acknowledge He is the creator of them, and implicitly that the beast can't stop them. But while they seem to know that repenting will end them, they refuse to do so because they don't want to give Him the acknowledgement that would implicitly result.
