At that time a gift of homage will be brought to the LORD of hostsThe people referred to here are the Ethiopians, as it uses almost identical description for them earlier in the chapter. I'll admit I'm not sure for the reason of the roundabout explanation. Perhaps it's linking to a previous prophecy of some kind?
From a people tall and smooth,
Even from a people feared far and wide,
A powerful and oppressive nation,
Whose land the rivers divide--
To the place of the name of the LORD of hosts, even Mount Zion.
Anyhow, the point of the message is clear. When God returns and elevated Israel, there will be no doubt about what is happening. Everyone will know who is in control, and will respond appropriately. They will all bring Him tribute, as He deserves (though He deserves much more).
