Then all men will fear,God has just thwarted the plans of evil men, and brought them down. This causes others to recognize what He has done. They know that He is powerful, and that He cares about what happens on this earth.
And they will declare the work of God,
And will consider what He has done.
Some will come to understand, and will tell others. This spreads the knowledge that God is active, not something you pray and sacrifice to, and hope that it responds somehow. He will do what He promises to do, and danger will come upon the one who ignores Him.
